Judge Duggan Sends 52-year-old CDA Man to Prison for Attempted Sexual Exploitation of a Child

Press Release from Kootenai County Prosecutor’s Office

Jason Wilburn Kimmel, 52, was convicted of Attempted Sexual Exploitation of a Child by Producing or Promoting Sexually Explicit Material. The charge stems from an incident on November 29, 2024, when a 16-year-old child discovered a hidden pen camera in a bathroom prior to getting in the shower. Using a computer to look at the contents of a mini-SD card the child located in the pen camera, the child found a 15-minute video of herself getting in and out of the shower, a screenshot of a video of herself taking her bra off, and a video of Kimmel setting up the hidden camera.

After the child left the location with the hidden camera, Kimmel texted and tried calling the child in an effort to talk to the child, but the child contacted a trusted adult and law enforcement instead. Attempted Sexual Exploitation of a Child by Producing or Promoting Sexually Explicit Material is a felony, punishable by up to 15 years in prison. Kimmel was sentenced on April 22, 2025, by District Judge Barbara Duggan.

At sentencing, Deputy Prosecuting Attorney Shannon Jackson recommended that Kimmel receive a 15-year prison sentence with parole eligibility after 10 years.

Judge Duggan sentenced Kimmel to a 15-year prison sentence with parole eligibility after seven and a half years. Kimmel will also have to register as a sex offender once he is released from prison.

Prosecuting Attorney Stanley T. Mortensen thanks Deputy Prosecuting Attorneys Molly Nivison and Shannon Jackson for prosecuting this case and the Coeur d’Alene Police Department for investigating this case.
