Guest Opinion by Brandon Woolf, Idaho State Controller
Government and its inner workings traditionally get a bad rep. The average person probably pictures red tape, inefficiency, and systems that move at a snail’s pace. But in today’s digital world, our citizens deserve better. Government should move at the speed of business — and in Idaho, that’s exactly what I’ve been working to deliver as your State Controller.
The Controller’s Office plays a quiet but crucial role for the Gem State, with our work affecting nearly every Idahoan. We pay the bills on behalf of state agencies, process payroll for more than 37,000 employees, and oversee the systems that track every Idaho tax dollar. In short, my role as your State Controller is to be Idaho’s chief financial officer — the one responsible for making sure your hard-earned money is handled wisely, legally, and transparently.
That responsibility is something I take personally. Growing up on my family’s dairy farm in the small Idaho town of Preston, I learned early the values of hard work and taking care of your community. Today, these same values continue to shape how I serve the people of Idaho – by working hard for the good of our shared community.
Transparency has been at the heart of this mission. Ever since I took office in 2012, my goal has been to conduct government business in an open manner to establish trust with our citizens. With the creation and launch of the updated Transparent.Idaho.gov in 2023, my office aimed to do just that – allow Idahoans to see exactly where, when, and how their tax dollars are being spent across all 44 counties. Information that was once buried in agency reports is now clear, searchable, and available to every citizen. Idahoans can follow the numbers just as easily as they track their family budgets, because I believe government shouldn’t hide how it spends your money.
Additionally, we created Townhall.Idaho.gov, a one-stop hub where you can find state agency meetings that matter to you. Whether you’re a parent, a small business owner, or simply a taxpayer who wants to be informed, you now have a way to ensure you can get a seat at the table where decisions are made.
During my tenure, we’ve also taken on one of the most complex modernization efforts in state government: replacing decades-old financial systems with a single, integrated platform through Luma. Transitions of this scale are never without challenges, and we’ve been transparent about that.
But the reality is that Idaho’s financial operations continue to run every day, processing payroll for thousands of employees and delivering billions in payments, while we are simultaneously implementing improvements across the system. Today, Luma is providing something Idaho has never had before: consistent, statewide financial data that helps agencies operate more efficiently and gives policymakers clearer insight as they make important budget decisions. It’s a long-term investment in accountability, and one that is already delivering measurable results.
Transparent Idaho, Townhall Idaho, and Luma are common sense tools that government can be both conservative in principle and modern in practice. By streamlining systems and making information readily accessible, we’ve honored the Idaho value of accountability to the people.
There’s still work to do. Technology changes quickly, and government must continue to keep up. But I believe Idaho is setting a standard other states can follow: clear, accountable, efficient government that respects the people who fund it.
I’m proud of what we’ve accomplished together, and with your support, I look forward to building on this progress as we keep Idaho strong, transparent, and fiscally responsible.
